1. Program status and municipal authority

Milieu Carts is a private application preparation and permit-management service. Mishawaka and St. Joseph County preparation workflows are based on their respective sections of the August 28, 2026 legislative draft supplied for planning. That draft is not adopted law. Granger is grouped under St. Joseph County for this build, not treated as a separate issuing municipality. South Bend has an application draft workspace and route-planning preview; its final local permit requirements, fees, and approved operating routes have not been established here. Saving or submitting information to Milieu Carts is not a filing with a city or county, an inspection approval, or permission to operate a golf cart.

Official issuance remains unavailable until the applicable ordinance is effective, the municipality authorizes the issuing administrator and this workflow, and required operational conditions are met. The draft designates the Chief of Police or a written designee as Mishawaka's Permit Administrator. Home Milieu LLC does not claim that authority. Each location has its own activation status and rules. Selecting Granger through the County option does not expand County jurisdiction over city, state, or private roads.

2. Applications and supporting documents

Provide accurate information, upload only documents you are entitled to share, and protect your account. The proposed Mishawaka and St. Joseph County applications require proof of ownership or lawful possession, the cart's serial number, qualifying financial-responsibility evidence, and a verified inspection certificate. The proposed operator rule requires a valid driver's license. A general photo identification card does not establish driving privileges.

Photos, videos, identification, insurance evidence, declarations pages, and other supporting records may help establish completeness. Automated checks do not guarantee authenticity, coverage, legal eligibility, or approval. Do not upload Social Security numbers, unrelated financial information, or unnecessary information about other people. Correct material errors and report changes affecting eligibility to the authorized administrator.

3. Inspection and decisions

Under the supplied Mishawaka and County proposals, a sworn officer or approved provider must visually and functionally inspect a cart before its initial permit. Photos, video, and an owner checklist do not replace that inspection. An authorized administrator must verify the certificate and make the permitting decision. The current platform fee proposal includes one safety inspection per permit year; final adopted rules determine the required inspection schedule.

The supplied proposals call for a decision or itemized deficiency notice within 10 business days after a complete application and inspection certificate, with a limited temporary-permit process. These are proposed duties for the municipal administrator, not a promise of approval or a current Milieu Carts service deadline. A private submission or elapsed timer cannot create a permit. Municipal notices will identify the applicable correction or review procedure when a program is activated.

4. Fees, permit term, and annual decals

The current platform proposal uses one-year, nontransferable permits assigned to one cart and owner, with annual renewal for all three communities. The term runs from issuance to the recorded expiration date. Final adopted municipal terms control. The linked August 28, 2026 draft is preserved as an original source reference. This platform proposal updates its earlier permit term and zero-fee assumptions; the original document has not been amended. Preparing an application here does not reserve an official permit or guarantee future pricing.

The proposed annual fee is $100 per cart for an initial permit and each annual renewal in Mishawaka, South Bend, and St. Joseph County. The proposed package includes: One safety inspection per permit year, the annual permit and decal, online administration, and program enforcement support. There is no additional portal fee in this proposed price. Insurance, repairs, and required equipment are the owner's separate responsibility.

This is a Milieu Carts planning price, not an adopted government fee. Each municipality must approve its fee schedule and the arrangements for inspections, administration, and enforcement. No payment is collected during application preparation. Payment collection is not enabled. Any charge, payment timing, additional inspection or replacement-decal price, and refund terms must be disclosed before payment when an authorized program launches.

An annual decal identifies its display year and permit expiration. Reprinting a decal does not renew or extend the permit. Valid decals must reflect the authorized permit record and display instructions. Samples are marked as samples and confer no operating rights. Do not alter, transfer, reproduce as an official credential, or display a sample as a valid permit.

Fine-line patterns, microtype, a serial reference, and a reference checksum help compare a decal with the live permit record. The online register and applicable law determine status. Iridescent artwork is a holographic-style visual, not manufactured holographic foil. A genuine physical hologram and tamper-evident material require specialist production and a controlled fulfillment process. Printed artwork alone is not proof of authenticity.

If optional printing, delivery, or other paid services are introduced, their separate prices, fulfillment terms, and cancellation or refund conditions must be presented before purchase. No charge may be described as a required government fee without legal authority.

5. Routes and responsible operation

Live navigation provides a moving position marker, upcoming turns, remaining distance, speed, and estimated arrival while this page stays open. Location accuracy and browser support affect guidance. Tracking pauses when the page is hidden and resumes with a fresh position when you return. Arrival estimates use the selected street route and observed travel pace; they do not include live traffic, verified closures, or unmapped property access. Recalculation uses the same proposed street network.

The directions feature is available now to preview travel on the proposed network for the selected community: Mishawaka, South Bend, or St. Joseph County, including Granger. It connects a start and destination only through the candidate street segments shown for that community, with no fallback to ordinary driving routes. If the selected points cannot be connected on that network, no route is returned. South Bend is a planning scenario, not a representation that the City has proposed or adopted a golf cart ordinance. A highlighted segment or calculated route is not legal authorization, a verified operating route, or confirmation that a particular cart is lawful to use. The planner has no low-speed-vehicle mode. For the proposed Mishawaka program, an eligible street must be under City jurisdiction, posted at 30 mph or less, free of an applicable exclusion, and covered by the required installed notice signs. Official regulatory signs, closures, and applicable law control.

The Mishawaka draft does not authorize longitudinal operation on sidewalks, bicycle lanes, shared-use paths, the Riverwalk, or other pedestrian trails. Separate legal action would be needed for any future path program. The planning preview can include an explicitly marked proposed crossing of a higher-speed municipal road. These crossing points require municipal review, designation, and signs before operation. They do not authorize travel along the excluded road. Address markers and nearby street access points are shown separately; private driveways and parking-lot access are not verified by the route planner. The City draft does not authorize golf-cart travel on or crossing of a state-system highway.

Operators remain responsible for current credentials, financial responsibility, safe equipment, restraints, lawful occupancy, and traffic rules. The Mishawaka draft caps golf-cart travel at 20 mph or the lower posted limit, and at 10 mph in alleys. The County proposal applies only within its defined County-road jurisdiction in unincorporated territory. A County state-highway crossing would require its own express designation, findings, approvals, and signs. A permit for one local authority does not authorize operation elsewhere unless lawful reciprocal recognition applies. Low-speed vehicles are a separate state-regulated vehicle class and are not covered by this golf-cart permit process.

6. Electronic records and signatures

When you expressly accept the electronic-signature prompt, you agree to sign the identified application electronically and to the associated record of your consent, document version, and time of signing. Review the completed record before signing and keep a downloaded copy. You may stop before signing or contact us about available alternatives. Withdrawing consent does not erase a record already signed.

A municipality determines which electronic records and signatures it accepts. A Milieu Carts signature is not a representation that a local authority has accepted a submission. Delivery and receipt must be confirmed through an activated municipal workflow.

7. Service use, availability, and your rights

Do not submit fraudulent documents, access another person's records without permission, interfere with the service, or misuse a verification code. Access may be restricted to protect records or investigate misuse. Restriction of a platform account does not independently revoke a government permit.

The proposed local conditions summarized here come from the supplied legislative draft, including proposed County Chapter 76 and Mishawaka §§58-445 through 58-457. Neither proposal is a South Bend ordinance. Check enacted law and the municipality's current instructions before operating.
